SSU-SICGLG, DILG equip newly-minted legislators; CHED Chairperson lauds

CATBALOGAN CITY─ Samar State University- Samar Island Center for Good and Local Governance (SSU-SICGLG), in collaboration with the Department of Interior and Local Government (DILG) Samar successfully staged the two-day Basic Course for Newly-Minted Legislators, an intensive training pertinent to these legislators’ functions, duties, and responsibilities on July 7-8, 2022 at the SSU Convention Center.

From 24 municipalities and 2 component cities in the Samar Province, a total of 116 newly elected officials on Day 1 and 109 on Day 2 attended the activity including Local Chief Executives, Vice-Mayors, members of the Sangguniang Bayan/Panglungsod (SB/SP) and Sangguniang Panglalawigan, and Vice-Governor.

Topics along (1) “Decentralization and the Sangguniang Bayan” with subtopics on understanding local governance and power and functions of SB/SP and the Vice-Mayors; (2) “Overview of Local Legislation” with emphasis on parliamentary practices and the local legislative process; (3) Local Budget Memorandum No. 85: Guidelines on the Preparation of Annual Budgets of LGUs; (4) RA 6713: An Act Establishing a Code of Conduct and Ethical Standards for Local Officials and Employees; and (5) Crafting the Legislative Agenda were covered by DILG RO8 Legal Officer Atty. Cyril Casey G. Blanco, Department Budget and Management RO8 Regional Director Ma’am Imelda C. Laceras. CESO III, Civil Service Commission Samar Field Office Director Mr. Emmanuel L. Fuentes, DILG RO8 Local Government Capability Development Division Chief Ma’am Rudith A. Roca, respectively.

DILG Regional Director Atty. Arnaldo E. Escober, Provincial Director Mr. Judy L. Batulan, Samar Cluster Head Ms. Joy Frances M. Monsanto, and University President Dr. Marilyn D. Cardoso duly represented by Center Director Dr. Abigail M. Cabaguing were in attendance posing a challenge to all newly elected officials to become role models of transparency, accountability, and good governance.

Commending the event is no less than the Chairperson of the Commission on Higher Education (CHED), Dr. Prospero “Popoy” E. De Vera, III, through the comment section of the Center’s Facebook page.

“This is a very good initiative that I have been pushing our SUCs to do. Good work!” he stated.

With the many praises and compliments all round, the Center commits to uphold the University’s mantra and continue wading through its programs and priorities: Technical assistance to LGUs good governance, Governance advocacy, and Collaborative partnership with good governance advocates.
