
CATBALOGAN CITY – The Head of the Department of Budget and Management Regional Office in Eastern Visayas Dir. Imelda C. Laceras, CESO III, served as the ‘pilot in navigation’ on the first day of the Online Training for Public Financial Management (PFM), March 9 (22) via Zoom.
Dir. Laceras, a strong partner and collaborator of Samar State University (SSU), shared her expertise in PFM after her many engagements with the University in the past. She equipped the Top Management, Deans, Campus Directors, Directors and Heads of Unit, Administration & Finance Staff, Bids and Awards Committee (BAC) Member, BAC Secretariat, Technical Working Group (TWG), and End-User Representatives on topics along Linking Planning and Budgeting thru PPMP/APP, Philippine Procurement Paradigm, EPA, Procurement 101, and the Early Procurement Activity.
As an accredited Government Procurement Policy Board (GPPB) trainer, she emphasized how important it is to strengthen procurement planning-budget linkage.
“Given the pressing challenges that hamper the success of procurement undertakings, there is a need to mainstream in government agencies the significance and advantages of syncing the public procurement process with the budget cycle,” she stated.
139 were present in Zoom and more than 20 participants stayed at the Convention Center to attend the training on big screen.
The training will continue until March 11 (22) with Chief Budget & Mgt. Specialist Juvy A. Lobedica, GPPB Accredited Trainers Florita M. Lacdo-o and Absal N. Abah, and Spvg. Budget & Mgt. Specialist Mylene Dey Veyra in line as Resource Speakers.
