Started in 2011, RICE is a venue where inventions/innovations are showcased to the public, to inspire innovation culture and more importantly to make use of it for the country’s development. The competition is one of the many initiatives of the Department of Science and Technology (DOST) as a result of RA 100551 known as the Philippine Technology Transfer Act of 2009. The act states that the government shall facilitate the transfer and promote the utilization of intellectual property for the country’s benefit.

In 2011, the competition for the Visayas Region was held in Iloilo where SSU was the only SUC from region 8 who submitted and qualified in the regional tilt. In 2013 the said competition was brought to the regions to widen participation which was followed with RICE 2015. In the two events, SSU was the dominant player and brought almost all of the awards where it participated in. SSU entries became Region 8 entries to the National Invention Contest and Exhibits (NICE) held in 2014 and 2016. SSU garnered two national wins under the Sibol-College category.  Both national winners are computer & electronics based inventions.

For the 2018 NICE, SSU food innovations will represent Region 8. Dr. Moya of SSU-Technology Licensing and Innovation Support Office express it will be a challenge to make the projects palatable for judges in NICE 2018. As early as now, the Center for Engineering, Science and Technology Innovations (CESTI) and the TLISO will prepare for the third NICE win.
