CATBALOGAN CITY – Samar State University (SSU) took a chance on applying for the financial grant to develop its land use development and infrastructure plan (LUDIP) including dormitories for students and housing sites for employees and was chosen as one of the ten State Universities and Colleges (SUCs) supervised by the Commission on Higher Education (CHED) Commissioner Aldrin A. Darilag to receive the said financial support.
Following the OCAD Memorandum No. 34 s. 2020 sent to the different SUCs, SSU submitted its grants application, log frame, and board endorsement for evaluation and scrutiny of the Institutional Quality Assurance and Governance (OIQAG) and before the year 2020 ended, the University was informed that it was chosen as one of the few grantees.
Law for SUCs Land Development
The SUCs were required by the Republic Act 11369 to submit their respective land use and infrastructure plan designed to ‘improve and optimally utilize resources’.
Also known as the LUDIP Act, President Rodrigo Duterte signed into law the implementation of the development blueprint among SUCs on August 22, 2019 which is “An Act Requiring State Universities And Colleges (SUCs) To Prepare And Implement A Land Use Development And Infrastructure Plan That Shall Include The Construction Of Dormitories for Students And Housing Sites For Employees”.
In response to this passage, SUCs were encouraged by CHED to submit proposals related to the utilization of the Higher Education Development Funds (HEDF) and Samar State University heeded the call.
“Formulating the SSU LUDIP”
The CHED-initiated grant project titled “Formulating the Samar State University (SSU) Strategic Land Use Development and Infrastructure Plan (LUDIP) 2022-2040” was inked through a Memorandum of Agreement between CHED represented by Chairman Prospero E. De Vera III, DPA and the University represented by SSU President Dr. Marilyn D. Cardoso.
CHED will be allocating the financial grant amounting to 2 million pesos for the implementation of the project.
The project, as stated by Chairman De Vera, would better student facilities, promote student mobility and student exchanges, and strengthen the Universal Access to Quality Tertiary Education Act by investing in facilities that will aid the students to complete their education.
Samar State University will also provide fund as a counterpart amounting to 2 million pesos for the said project as stated on the BOR Resolution No. 183 s. 2020.
Through CHED’s grant, SSU will be implementing the project as soon as the fund is released to continually innovate, build, and serve its stakeholders.
