PCAARD Executive Director Reynaldo V. Ebora is the 84th Commencement Exercises & Investiture Ceremonies Speaker
Samar State University Gymnasium, Catbalogan City, Samar. Dr. Reynaldo V. Ebora, the executive director of the Philippine Council of Agriculture and Aquatic Resources Research and Development (PCARRD) of the Department of Science and Technology (DOST) will grace the 84th graduating ceremonies.
Dr. Ebora is responsible for leading the Philippine National Agriculture, Aquatic and Natural Resources Research and Development System (NAARRDS) in the formulation of frameworks, thrusts, and programs for the development of the agriculture, aquatic and natural resources (AANR) sector, as well as in the generation and allocation of funds for this purpose.

Some of his notable positions, projects/activities includes being the Chair, adviser, member, and consultant of various committees and programs, internal and external to PCAARD. He has served as the Secretary of the PCAARRD Governing Council which is the highest policy-making body of the council which he now heads. He is the Philippine focal person for the ASEAN Committee on Science and Technology (COST) Sub-Committee on Biotechnology (SCB). He is also a member of the National Research Council of the Philippines (NRCP), Philippine Association for the Advancement of Science and Technology (PhilAAST), Biotechnology Coalition of Entomologists, Inc. (PAE), Philippine Society for Microbiology, Inc. (PSM), and other professional and socio-cultural organizations. He is a consultant, project leader, coordinator and member of different programs and management committees, local and international and member of the review team of national agricultural R&D centers.
He has his BS and MS in Entomology from the University of the Philippines-Los Baños as COCOFED scholar. He majored in Insect Pathology/Microbial Control for his MS. He is a Rockefeller Foundation Fellow for his PhD in Entomology at the Michigan State University. Has an international Post-Graduate University Course in Microbiology at the Osaka University in japan, and his post-graduate studies as a Visiting Fellow on Intellectual Property Management/Technology Transfer at the International Service for the Acquisition of Agri-biotech Applications (ISAAA) AmeriCenter, Department of Plant Breeding, Cornell University in Ithaca, New York, USA.
He started his government service in 1982 as Research Assistant at the UPLB-National Institute of Molecular Biology and Biotechnology where he is now a Research Professor. Dr. Ebora was appointed as UPLB-BIOTECH Deputy Director in 1996-1998, and as Acting Director for the period 1999-2000. In 2005, he was seconded to DOST and served as Executive Director of the DOST—Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCASTRD), now part of the Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCIEERD). In 2010, he returned to UPLB and served as Director of UPLB-BIOTECH until his appointment as PCAARD’s Acting Executive Director in February 2015, and was given the rank CESO III in March 2019.
Dr. Ebora also held positions in various international organizations including Management Consultant of ISAA in 2000-2001, Regional Coordinator for Southeast Asia of the USAID Program for Biosafety Systems (PBS) in 2004-2010, PBS Philippines Coordinator in 2011-2015, and Country Coordinator of foreign-funded projects on biotechnology in 1999-2003.
At UPLB-BIOTECH, Dr. Ebora was part of the team that developed several technologies which were protected either by patents or trademarks. These intellectual properties include E.Coli DAS kit and the Salmonella DAS kit for the detection of E. coli and salmonella in food, water, beverage, and feeds. He was also part of the team that developed bio pesticides for the control of insects pests. He has presented or co-authored over 100 scientific and technical papers related to entomology, biotechnology, biosafety and intellectual property management and technology transfer.
Dr. Ebora was conferred with awards and recognition by different institutions and associations most notably the following:

2017 Filipino Faces of Biotechnology Awards given by the Department of Agriculture, Biotechnology Program Office.
2016 William D. Dar Research Leadership Award by the Philippine Association of Research Managers, Inc (PHILARM)
2016 University of the Philippines Alumni Association (UPAA) Distinguished Alumnus Award in S&T (Biotechnology)
2014 Outstanding Science Administrator Award (Dioscoro Umali Medal)
2013 Outstanding Technology Commercialization Award (Gregorio Y. Zara Medal) by the National Academy of Science and Technology (NAST) and DOST
2011 UPLB College of Agriculture Distinguished Alumnus Award for Plant Biotechnology and Genetic Engineering.
Dr. Ebora will deliver his commencement address on May 29, 2019 at about 1:00 PM for the Graduation and Investiture Ceremonies of the College of Graduate Studies, College of Engineering, College of Education and College of Fisheries and Marine Sciences. On May 30, he will also be the commencement speaker for the graduation ceremonies of College of Nursing and Health Sciences, College of Arts and Sciences, SSU Paranas Campus, and the College of Industrial Technology.
